From this list, Magik. In the whole game, AA. I'm choosing to believe that most people don't know Magik is tagged X-Men and that's the only reason they're not voting for her, cause she is definitely the best on this list. Get to a Sp2, backdash intercepts all day long till another Sp2, repeat, repeat, never have to worry about them throwing specials.
