Can someone explain this relic mechanic/interaction?

I seriously don’t understand why if a relic isn’t bound to another champ that’s currently in whatever quest you’re doing why you still can’t bind relics after the quest has started. For example, I was doing a path in 9.2.4 and forgot to bind a relic to Howard. He was the perfect counter to killmonger but I often forget to use him. Now, granted, I should’ve read and thought about that and checked to make sure he had a relic so I admit my fault there, but it’s a bit silly that I had a green goblin relic unassigned and I can’t bind that relic mid quest. In fact, the path was reliant on striker to remove protection. I was at the end of the path so I just had to burn a revive - luckily had warlock to counter.
