How do AW maps work?

When does an ally get switched to the expert map from the challenger map? I've found conflicting info on this, like "expert is tier 3 and above", but I'm tier 3 and still on challenger.

    Unless something has changed T3 is the last tier for Challenger and T2 is Expert
    Now, if you are T3 and you get matched with T2.. you may fight on Expert, etc.
