Greater Gifting Crystals Confusion

I have read a post before concerning the greater gifting crystals 2016 and 2017. last I read there was going to be an announcement about it. but I see none. i tried searching for it and threads are bascially answered via pm. Can we get a response as I am holding my alliance to not open ours until all of this are clarified. thank you.
