Modok missing his persistant charge? [Not A Bug]

Am i wrong or is modok missing his persistent charge? Mines unduped but even in the pics ive seen of duped ones its not under his abilities like it is on memphisto and morningstar but its there in the event quest?

    His persistent charge is a result of his signature ability, if I'm correct...

    Hey @ScottLang. HeroBoltsy is correct; MODOK's persistent charge will unlock once you've duped him. Since this isn't a Bug, I'm going to go ahead and close out the thread. Thanks!
