Quake Unable to use heavy attack after evadeing

Title says it all when using quake I parry then charge heavy then quake evades like normal, however I am unable to use a heavy again for 1 or 2 seconds, people don't have this problem in videos and such.

Also I have had this problem for as long as I have had my 4/40 quake.
