Unable to farm potions off realm of legends champions..

So I've tried around 10 times now to farm a potion off winter solider / captain marvel in realm of legends. Normally it gives you 1 or 2 level 3 health potions sometimes even a team potion. Why is it only giving out gold? My guess is this is deliberate, as act 5 Chapter 2 is just around the corner!
