Shock/Willpower Issue

I've had an ongoing issue as of late with Shock DoT not triggering any level of Willpower. Even in the case of Storm's Shock/Stun specials, the Willpower triggered is from the Stun only(and reduced against proper masteries), then upon the Stun ending, only the recovery from the Salve mastery remains while the Shock debuff continues to damage. It's been the case with Storm and Thor(Jane Foster) that I've noticed. Haven't had a chance to see it from Nebula or Starlord. I'm unsure if I've missed an update or something of the like.
