Blackout perion reduction not working?

The blackout period for the amount of time you have to wait before being eligible for rewards after joining an alliance was supposed to be decreased to 5 days (expert and advanced brackets). That does not seem to be the case though. I currently have someone waiting to join my alliance, and they asked if they would be eligible for our Summoner Advancement rewards if they joined right now, otherwise they are going to wait until SA ends this week. SA has 5 days 6 hours left, so they should be eligible if they join in the next 6 hours, right?
I thought I could quickly verify this because someone else joined my alliance on Thursday, January 4th. I asked them to check what it shows for their reward eligibility today, and it shows 4 days 9:58. If they joined more than 2 days ago, shouldn’t they have 2 days 9:58 before they are eligible?
