Bleeding nerf

After 12.0 many champs bleeding is reduced by large factor. For example, Cap WW2, Agent Venom, Rocket Racoon etc. Rocket's l2 also deals very less damage (now mostly 1.5k) which is very less damage if he throws a bomb capable to destroy moons! Cap WW2's bleeding is also reduced by 200 and now it's around 415.
Looking for quick and fruitful reply from Kabam.
