Daredevil (classic) won't evade

I have a 4 star daredevil classic who has level 8 radar sense and it says he has a 52% chance or so of evading, but I have never seen him evade and I have fought a hell of a lot with him probably for about 6 months or so. Is anyone else having this issue?
