Civil Warrior L1 bug?

His L1 used to cause damage to opponents foolish enough to dash in while the halo is in effect. After the June 7 update, opponents can be seen dancing with their combo at the edge of halo. The moment CW stands up, he gets hit. Anyone notice this?
