I think Blax means Black Panther Civil War. I'm not sure why Civil Warrior would be better without dupe, but I think BP CW is better with the dupe as well.

Some people arent clear on doc oc and why people say hes "worse" (though he really isnt).
Basically the only time doc oc can be worse with his duped ability is when you've triggered the power lock breakthrough @ a bar of power against a magik or cable (those that trigger abilities @ bars of power).
This is because doc oc's sig makes the power lock work like this: opponent will gain power>then 100% of that power is drained and xx% is stolen. Therefore you can put a magik in infinite limbo triggers and cable chances to trigger power gain and regen. THIS IS THE ONLY TIME DOC OC'S SIG WORKS AGAINST THE PLAYER.
Outside power locking the opponent @ a bar of power, Doc oc is much better duped because you are stealing power for increased power gain. The heal block regen works in a similiar way in the sense you will steal the health regened.
Therefore if you just pay attention to the power level of your opponent, doc oc's sig makes him significantly better (as you will be gaining more power when you power lock the opponent and stealing health when you healblock.
Also, to clarify, NC is actually better offensively when duped, just as a defender he is easier to fight because you only need to hit 3 times into his block to get him to switch stance (versus 4 or 5 hits), which allows you to easily back away when you get him to switch. Therefore clearly as a defender NC gets worse, but as an attacker he gets significantly better (you can stack up to 3 furies with critical hits).
BPCW when duped starts in relflect mode, so he wont gain armour ups, and one may parry as they please. Where as unduped, a few hits and BPCW starts stacking the armour ups and you cannot parry him. This is why he is considered worse.
Edit: So I can understand why certain champs like the above can be worse in situations when duped, however, doc oc is not one of those champs because all you have to do is not trigger the power lock @ bars of power on only magik/cable/champs that trigger defensive abilities at bars of power.

Crossbones is better awakened since it gives him a chance to shrug off debuffs. That doesn’t hurt him in anyway like no armor for bpcw at the start of the fight or being able to switch NC stances more easily
