Mystic Dispersion Rework Suggestion

As most players know, Mystic Dispersion far outshines the other class masteries and I’d like to propose a nerf in the form of an internal cooldown. Perhaps somewhere in the 10-15sec range in between possible power gain procs for all ranks of MD.
With champions like Dormammu, Magik, and Juggernaut who are already strong defenders in Alliance Wars, with MD they simply become a nightmare if you do not have one of the few reliable power lock champions to deal with them.
I hope you’ll consider at least some type of nerf or adjustment to allow better counter play against this mastery.
