Bane Curse not working properly ?

So the Curse says it will drain 2.5% of current health .
Sure works on you . However on an enemy it seems to only work of base hp and not total hp . So instead of like losing 450 HP per second, they loose about 150 HP. ( that is at about full health not when hp is low )
So it seems that Curse does not take into account that enemy has +300% HP . Even though that is a double standard for many mechanics.
Is this gonna be one of those glitches where I spend lots of items and then Kabam fixes it with no refunds?

Sadly, I believe it's meant this way and they won't change it. As long as they don't add it in future AQ nodes, I'm ok if it limits only to those three story quests
I guess they ment for it to be that BS after all . Still probably the easier quest so far .
Caped Flat values only needed to nerf players. Not this Curse or Magic or Iceman .
