OG Vision not synthesizing properly

Since the 17 update he no longer starts with syntgesis, doesnt process as he used to and no longer steals piwer as before. This was not listed in the change log and fundanentally chanfes his usefulness as a piwer control champion. This needs to be addressed now. He is a champion that many of us paid a couple hundred to aquire, dupe and apply sig stones to.
