Doctor Voodoo v Carnage, not converting all buffs

Not sure if this is a bug or not, but I've noticed that my 5/50 4* sig 16 Doctor Voodoo is not converting all of Carnage's buffs to poison, even though my combo is even.

The non perma buffs are passive so I don't think you can do anything to them
