Gifting Bug? Lunar Year Event coming soon?

As you can see, I’m Level 32 and gifting is only available for Lvl40 players and they can purchase the badge, however this seems like a bug. But maybe the gifting event( lunar Year Event- you can gift red pockets) is coming soon so this is why this bug is being produced. Anyone else experiencing this?
