Why do we have to download the whole game for an update???

So my very simple , why do we have to download the whole freaking game just for a small 30 mb update .
Also why don't you guys let us download the game in background , it will save our time and battery .
And if possible please revert to the previous play store downloader.
Your new way sucks and I cannot download the whole game again & again .
