Civil Warrior ignore Vision power burn?

Just fought an awakened Civil warrior on an All or Nothing node in war using Vision AoU.

1st sp2 did nothing, 2 sp1s did nothing, finally an sp1 at the end did proc after I had already ate 2 sp3s from Civil Warrior.

Is this supposed to happen?

Civil warrior can reduce offensive ability accuracy by 15% per armor up.

What happened to you can happen depending on how many armor ups civil warrior has and how unlucky you are

It doesn't say ability accuracy, it says special dmg.

Wait, i didn't read further. I found the offensive ability accuracy line. I guess the added armor up on that all of nothing node boosted this more.

I think it also has to do with how much per the opponent has. If they have zero power there is nothing for vision to burn into damage.

I personally believe Civil Warrior is underrated. He has some cool tricks up his sleeve.

I know how vision works. It was the offensive ability accuracy reduction thing.
