Quake vs Killmonger, Why is he gaining power?

Killmonger in part 3.2 of the Rise of the Black Panther monthly event quest, Uncollected mode, somehow gains power when Quake charges her heavy attack. Fight begins with a Parry, and I immediately charge Quake's heavy attack. By the time she hits level 4 of her Aftershock, Killmonger is at a full SP1 who then fires it off and kills me.
At first I thought this was tied to the Cornered buff, so I took her through the boosted path which also has the Cornered buffs and those champs did not gain any power under the same scenario.
Can someone please explain what's going on or if this is a bug?

When you charge heavy with quake, you'll see the red concussion debuff that is applied so that she can evade attacks. Unfortunately, this gives him power gain pretty quick.
