Why does Symbiote Spidey evade while under Coldsnap?

Iceman vs Symbiote Spidey
I first noticed this while fighting Symbiote Spidey in AW. I used Iceman’s L1 and confirmed that Coldsnap was enabled. However Symbiote Spidey still evaded while Coldsnap was active on him.
I noticed this again today when I faced Symbiote Spidey as the boss of the last Trials of the King daily quest. I recorded video of him evading while Coldsnap was active and posted it on Twitter here

Depends on what boosts are there possibly.
May also be different mechanics that his evade isn't passive it's on a timer after a special
