Sentinel places sp debuffs when blocking and evading

Is the sentinel in 2.1 uncollected supposed to place debuffs thru block and when evaded? I got heal block, armor break, and incinerate placed on me while blocking and evading.

    When they max out their targeting analysis, they will apply when blocking as well. Doesn't say anything about evading. I haven't played against him (?) yet but it looks like it's tough to evade them all with SP2. But it doesn't say anything about getting the debuff while evading
