Carnage sig. ability bugged?

Hey guys, I was wondering of those that have him duped...have you notice his sig. ability kick in at all? No matter how much bleed you put on the enemy, I do not notice any power gain at all. There is no power gain buff that come nor does carnage receive any extra power gain during successful attacks. Has anyone else noticed this?
