Electro shock immunity

So I’m wondering why it is that even though Electro is completely made out of electricity he can still be hurt by shock? I mean he should just be able to absorb it into himself or something really. He could really use a rework like this to make him a viable character. He just has way to little going for him especially compared to any newer champs and it just makes sense for his character.
