Can anyone help me? I really need a tier 4 skill catalyst. Is there any way to get it without paying a ton of cash?

    Forming one, or if you get lucky with AQ crystals. No real reliable quick way to get them. You can get fragments from questing etc, or sell a heap of t3c.
