Why is account hacking allowed?

A friend’s account got hacked a few days ago and all his heroes were sold and all the stones he had used. When he contacted Kabam they just turned a blind eye and told him they can’t roll back the account and it’s his fault for being hacked. Basically they have the log in information of his devices but still blame him for this. On top of that we know huge roll backs have happened in the past due to bugs or abuse but when a user is hacked they “mysteriously” can’t do it?
