Mutant tier 3 catalyst

I ran both sides 2 times and when I ran the first time it gave me the shards to finish out getting one but when I ran the hard side the first time it didn't give me my catalyst. So I ran it the second time on both lines again and it didn't give me it again all it is giving me is shards. But last week when I ran it I got it the first time running it so why didn't I get it this time. Also why can't we trade stuff within our alliance members
