About something in Masteries?

I have a red box around 2 different things on different pages in Masteries. The red boxes have been there a long time (more than 6 months). Why are they there and what do they signify?

    Thats locked masteries, You need stony core or carb cores to unlock them.

    I have them and have used them on Willpower but the red box remains...

    That means that you haven't the next rank unlocked on those masteries.
    Those masteries requires you to unlock each rank, and then you can put 1 point there at any time.

    Also, I have other things that require the cores and they aren't highlighted.
