Is Electro any good?

Title says it.

Recently pulled him from a 4*shard crystal and I don't really know if he's useful so I need some opinions on him...

Decent War defender... better when duped.

Good for arena, as he hits hard, but bad for AQ, AW, quest at a high level because he has very low health.

He's a glass cannon. Low health, but he does a lot of damage. He's great if you can avoid getting hit or taking damage.
