Lvl 44 Summoner but can't join heroic+ quests due to not meeting requirements?

What am I missing? It appears the only requirement is being summoner level 25, and I'm level 44. Thanks for any insight!

    maybe you mean you can't join Master?
    you need to finish Heroic 100% first (or you can buy the key from the store for 300 units)
