Why is the 5* Magik's signature ability so much lower than the 4* Magik's ability?

Because a 5* sig level goes up to 200 whereas a 4* sig only goes up to 100.

That being said, the dev team has been incredibly inconsistent on this. For instance, a 5* Hyperion has a large increase in his sig at the same level as his 4* counterpart, and the sig is much stronger at the max ability. Other champions like Hawkeye has their abilities nerfed as a 5*.
