5* Mordo to R4 or 4* Voodoo R5

I’m looking for your opinion on who I should rank, they are unduped. I have completed act 4 but not 100% explored and not touched act 5 yet nor RoL or LoL.

    Voodoo once duped, he's your best bet. Mordo for war defence strictly. If you have not explored act 4 and not touched act 5 then I feel voodoo will give you more benefit. Or wait till you dupe him or any other better options come forward. Good luck. Start exploring act 4.
