Which Power Control Champ to Rank Up?

These two have eluded me for months, and I finally got both within a week, and wondering who is best to rank up for now and future runs for the Collector and other quests. Neither are duped, but I like both and see the pro's and cons of both, but still stuck. Both 4* champs, but I'm at this level in the game.
