Last Seen Time

Can someone please explain to me, what causes the last time seen on the game to update. Does it change based on the last time a player helps another alliance help with a request?

    As far as I'm aware it's based on the last time a player logs on..
    For instance in my old alli we had a player that would stay on for around 6 hours straight last seen would say 5 or 6 hours ago but he was continously in chat..
