Electro vs ground attacks

Why do ground attacks cause "retaliation" damage from Electro? I'm referring to hits like Quake's heavy and SP1, Juggy's SP1 and Magneto's SP2. I know they're technically physical attacks but it isn't direct physical contact. Electro's ability is to shock those who hit him, but in these cases he is only shocking the ground and by electrical terms is "grounded".
I know electro's SP2 and SP3 have electricity conducting through the ground, but he is controlling the electricity instead of it just dissipating.
Each champion should have a logical counter to their abilities. "Grounding" Electro only makes sense.
