Featured Item Counter Doesn't Reset?

I bought two of the 5* shard featured items using units on the first day of the event. The item counter was 18/20 when I was done.
Today, the 5* shards are back in the featured item store, and, the item counter is 18/20.
What is the point of this? Why have the items on a timer if the item count doesn't reset? Seems kind of fruitless.
I'd think the store should be like the glory store, where the counts reset with each new cycle. Otherwise, you should just have all of the items in the store at the same time since the counts don't reset.
