Is this a bug? Post-change Mephisto - Low Damage?

Since the change to Mephisto's soul imprisonment - buffs not triggering after his soul imprisonment - it appears that his damage may be bugged and significantly lowered?
1. Comparing this base stats at 5* r4 Mephisto vs 5* r4 Starlord - their attack and % crit and crit dmg are the same - but in testing, initial M or L damage is less for mephisto
2. When testing 3* 4/40 Mephisto, Scarlet Witch, Ghost Rider vs 5* R5 Medusa, it seems like Mephisto damage is significantly lower than SW or GR - making it difficult to beat Medusa.
Is there by chance a bug here? Thanks.
