Loki and Tho Ragnarok synergy is not working

in Bugs and Known Issues
I’m fighting ultron in 5.4.6 and the synergy where Loki passively gains power is not working. I have 5+ Loki with a 5* Thor rag as a synergy and when just idling back to gain power, Loki is not gaining power.
