I recently got 4 star Gwen pool but I don't know how to use it

With all basic attacks there is a 30% chance to inflict bleed for 6 seconds. The bleed damage is based on your attack power. You can stack them and there is a 3% chance per stack of bleed to stun your opponent with every basic attack. If you get lucky you can have lots of bleed stacks and keep the enemy constantly stunned and win a difficult fight without even using specials.
Now, the specials are useful in specific fights. Special 1 does energy damage for 14 seconds and during that time it removes perfect block and block proficiency, thats the damage mitigation abilities while blocking. Special 2 prevents the target from gaining power. Special 3 does armor break, so very useful against high armor enemies.
