inaccurate debuff description

I don't recall the name of the debuff (it can be found on dungeon usually), but the description says:
"every 25 seconds all buffs and debuffs are removed and the power meter is set to 0"
while in fact, the first time it takes action is when the timer shows 2:25, which means after 35 secs.
