What level for 2- and 3-Star champions?

I am new and I haven't been so lucky, so I have only 2- and 3-Star champions.
* What levels and ranks should I take them to before I start saving resources for higher tier champs?

If you're a new-new player (a month or two into the game), then by all means rank up the three stars. Maybe even max them out, if you can. It's not too expensive in both ISO-8 and gold, and can get you well into the first 3 acts. After that, you won't have to upgrade any champs until act 4, which can help you save up a ton of gold.
