Dex move after Heavy

When fighting, I've noticed this issue multiple times. I try to do a forward dash after the opposing character does a heavy attack and they dex move away from my dash. Is this how it's supposed to work from now on or is this a big? Only seen it happen recently. 93yg29d8zac8.gif
