Is groot a good character

Terrible champ. Terrible damage, 5% health regen on sp2, and aweful bleed on sp3. Better defender, although still not very good at that.
If he's really your only cosmic, and you need him, then I'd suggest playing really defensively. Spam sp2 for regen.

You could argue that he's a reasonable champion for a beginning player, because he can survive a lot of mistakes. You can fight effectively (if slowly) with him, if needs be. He is a decent tank; bleed immune and shrugs off debuffs in half the time.

For a better player, his low damage and poor criticals becomes frustrating as fights seem to go on forever. His specials 2 and 3 are both weak unless he's got lots of Furies/Cruelties attached; but if they are, he inflicts a decent bleed on S3; and the S2 is unblockable. That can be helpful on Bane or Brute Force nodes.
