Baiting issue

Hi all. A lot in my alliance recently have been finding it extremely difficult to bait out specials. Is anyone else finding this. Im curious

always happens in aw and aq. i think the AI in aq and aw are tuned differently than the AI in eq and story cause i never have problems with baiting specials
