Domino bug against skill champs?

I was fighting winter soldier and other skill champs and they weren’t unlucky all of the fight like it States in dominos description. @Kabam Miike could you please explain why they aren’t always unlucky?

    Yes I have evidence. On the description of domino it states that against skill champs, skill champs will always be unlucky. I use the iPhone X

    From what I read unlucky is a timed debuff that has a chance to be applied when Domino fills a power bar. Are skill champs always getting the debuff when Domino fills a bar of power?
