Hela’s armor break

I just read description of rocket racoon’s speacial 2, which said ‘removing an enemy armor...’

Since Hela’s special 2 description did not say anything about removing, but only said ‘placing an armor break on opponent’, i thought, OK, maybe it’s meant to be like this

But then i saw Medusa’s medium attack description which said ‘breaking the opponent’s armor’ which infact does remove the armor

So... is Hela working as intended? Or is this a bug?

So basically is hela applying armor break but not removing armor intended or is it a bug
