Winter soldier's s power drain ability

Please make that chance of power drain a bit more so that it sometimes drain power.. unpredictable power drain is making that champion a bit more on the amateur side of the champions... humble request to game creators... be kind and fix that issue

    To increase freaquency and keep balance one would have to consider decreasing the potency. His ability to remove nearly a full meter would be lost but replaced by smaller more often ones.

    This could lead to unexpected instances of a double edged sword biting the user unless handled with the utmost care in a matter of such fragility of balance/buff

    And it will be more usefull i suppose.. if a steady chance of power drain is ensured then it will be an awesome change of the game play of that champion

    Honestly, if you think winter soldier needs a buff/rework, you haven't truly played the game

    he needs high sig. you can also max crit chance with masteries and sinergies. with killmonger his power drain is more reliable, than starlord's sp2.
    anyway for power control better use magic or vision
