Psylock sig doesn't work?

I have duped Psylock with 48% aar and also run pacify 3/3 (30%). Psylock is by any mean relatively weak, and the only thing she has that Magik doesn't do better is this aar.
Still when I fight kingpin, he shrugs stun. can somebody please explain it? Be has only 50% to do it, and as I understand, it should be 0, when he is stunned with 0 energy
