You can just test it ...
Masteries or sinergies don't increase your PI by a flat number. They increase it by a % number.
With suicides on, you get + X% PI. With suicides and sinergies on, you get + Y% PI. Y > X in this case.

You have a positive number. Then you have another positive number.
If you add them up, it will give you a 3rd positive number, bigger than any of the other two by itself
